Scott Andison, CEO, Ontario Home Builders’ Association
Chief Executive Officer of the Ontario Home Builders’ Association (OHBA), Scott Andison, is a seasoned leader with a diverse background in the public, private, and not-for-profit sectors.
With executive roles in these sectors and notable positions within the Ontario government, including serving in ministries of Finance and Education, Andison demonstrates expertise in policy development, stakeholder engagement, and program implementation.
His tenure as President & CEO of the Federation of Rental-housing Providers of Ontario (FRPO) solidified his passion for advocacy and association management within the housing sector.
Scott holds a Bachelor of Administration in Management and Business Administration from Laurentian University. His commitment to continued professional development is underscored by executive certificates in Negotiation from Harvard Law School, Management and Leadership from MIT Sloan School of Management, and Governance from Queen’s University.

Cara-Lynne Wade, Director, Mass Market Strategy and Marketing, Enbridge Gas Distribution
In this role, Cara-Lynne is leading the long-term mass market strategy and marketing for Ontario and for Enbridge Gas’s U.S. utilities, in Utah, North Carolina and Ohio. This includes working closely with the new construction industry, leading the utilities’ energy policy and planning, market research and customer analytics, as well as customer connection policies.
Prior to this role, Cara-Lynne led the strategy, design and implementation of Ontario’s natural gas energy conservation programs, managed the implementation of natural gas integrated resource planning and led Enbridge Gas’s emissions reduction strategy, supporting Enbridge’s goal to achieve net-zero emissions for its own operations by 2050.
Cara-Lynne is a graduate of the Honours Business Administration program at the Ivey School of Business, University of Western, and holds a Masters in Business Administration, with a focus on strategy and sustainability, from the Schulich School of Business at York University.

Moderator: Paula Tenuta, SVP, Policy & Advocacy, BILD
Paula Tenuta is the Senior VP, Policy and Advocacy at the Building Industry and Land Development Association where she’s honoured to interact with staff and elected officials at the municipal and provincial levels, as well as the association members to lead a team that helps shape policy vital to building complete communities across the GTA.
Joining the association in 2001, Paula has served in various roles at BILD, formerly known as GTHBA-UDI and GTHBA (Greater Toronto Home Builders’ Association). She also works closely with the Ontario Home Builders’ Association in their associated advocacy efforts.
At BILD, her unique role as a registered professional planner tasks her to understand planning policy and the importance of the quality of life and healthy communities. Couple that with a strength in building relationships with policy makers, she facilitates and shapes key discussions and decisions related to balanced and sustainable growth.
After receiving her Bachelor of Applied Arts in Urban and Regional Planning from Ryerson University, Paula served as Junior Consultant, Strategic Communications & Public Affairs for the CG Group and then as Planning Coordinator for the Urban Development Institute. She is a member of the Ontario Professional Planners Institute and Canadian Institute of Planners. She is also a member of Toronto Metropolitan University’s School of Urban and Regional Planning Program Advisory Council, a member of the provincial Housing Policy Implementation Team, and a member of the City of Mississauga’s Mayor’s Housing Advisory Panel.
With approximately 1,200 members, BILD, formed through the merger of the Greater Toronto Home Builders’ Association and Urban Development Institute/Ontario is the voice of the land development, home building and professional renovation industry in the Greater Toronto Area. BILD is proudly affiliated with the Ontario and Canadian Home Builders’ Associations.

Mayor Carolyn Parrish, City of Mississauga
Carolyn Parrish, BA, B.Ed, is a Canadian politician who has served her constituents at both the municipal and federal level. Known for her straightforward style and passion for standing up for those without a voice, Carolyn has used her comprehensive knowledge of multiple levels of government and international affairs to shape policy at the local, federal and international level.
An ardent supporter of democratic renewal in the developing world, Carolyn has travelled extensively to monitor elections, to lead fact-finding missions, and to represent national and international Parliamentary Associations.

Mayor Steven Del Duca, City of Vaughan
Mayor Steven Del Duca was first elected in Fall 2022.
He has been a champion for the city of Vaughan for many years. The city is his home, where he and his wife Utilia are raising their two daughters and two dogs. He’s worked hard for the community, helping to deliver the Cortellucci Vaughan hospital, the Highway 427 expansion, a 10-bed residential hospice, additional GO Train Service on the Richmond Hill, Unionville and Barrie GO Corridors, advancing the Yonge North Subway Extension and so much more.
As Mayor, he chairs the Vaughan Metropolitan Centre (VMC) sub-committee and the Vaughan Healthcare Precinct Advisory committee.
As a member of York Region Council, he currently serves as Vice Chair of the York Region Rapid Transit Corporation and is a member of the Housing Affordability Task Force.
He also is a director on the Alectra Board, and a member of their Audit Finance and Risk Management Committee.
The Mayor has a strong background of committed public service, including working for a labour union, serving six years as the Member of Provincial Parliament for Vaughan and holding positions in the provincial cabinet as Minister of Transportation and Minister of Economic Development and Growth.
He studied political science and Canadian history at the University of Toronto and Carleton University and obtained his law degree from Osgoode Hall Law School.
As a staunch advocate for the City of Vaughan, he wants to ensure it continues to be a place where everyone can thrive, children can have the best possible opportunities, and businesses are empowered to grow and succeed
Mayor Del Duca’s priorities for this Term of Council include:
- reducing gridlock and getting Vaughan moving again
- keeping property taxes low
- continuing the Spirit of Generosity initiative that has raised millions for local organizations
- building more housing while respecting both existing neighbourhoods and our community’s need for green space

Mayor Alexander Nuttall, City of Barrie
Alex Nuttall is a Canadian politician who serves as the 47th and current mayor of Barrie. Previously, he served on Barrie City Council from 2006 until 2014, and as the member of Parliament for the federal electoral district of Barrie—Springwater—Oro-Medonte from 2015 to 2019. Nuttall won the 2022 Barrie municipal election.

Hon. Graydon Smith, Associate Minister of Municipal Affairs and Housing, MPP — Parry Sound–Muskoka
The Honourable Graydon Smith, Associate Minister of Municipal Affairs and Housing will address attendees at the upcoming Housing Summit on Thursday, May 1. Minister Smith, MPP for Parry Sound-Muskoka, was recently appointed and this will be the first time the Honourable Minister will formally address BILD and OHBA members.
Graydon Smith was first elected as Mayor of Bracebridge in 2010 and currently serves as the Deputy Chair of the District Municipality of Muskoka. He is recognized for his leadership during devastating floods in 2013 and 2019, and throughout the pandemic as the President of the Association of Municipalities of Ontario (AMO).
Graydon Smith has been an absolute champion for the people not only as Mayor of Bracebridge but also in his work representing Ontario’s 444 municipalities throughout the pandemic as President of the Association of Municipalities Ontario. Graydon is the past President of the Ontario Small Urban Municipalities (OSUM) and also served as a District Councillor for Muskoka and Town Councillor for Bracebridge from 2006 to 2010. In addition, Graydon spent over a decade with the Kinsmen Club of Bracebridge, where he served as President and Project Chair for a variety of community-focused events. In 2019, he was selected as the Bracebridge Rotary Club’s “Citizen of the Year” and made an honorary Paul Harris Fellow.
Graydon was also the recipient of the Queen Elizabeth II Diamond Jubilee Medal in 2013.

John Penner, Principal, Strategy Corp
John is a Principal at StrategyCorp, working across its management consulting, public affairs, and communications practice. John works extensively with companies in the energy and financial sectors.
John has almost 20 years of combined experience in the federal government and investment industry providing strategic advice on public policy, communications, data analysis and marketing.
Prior to joining StrategyCorp, John worked for the CPP Investment Board, an institutional investor and one of the 10 largest retirement funds in the world, heading strategic communications, marketing and authoring the annual Environment, Social & Governance report. He was also a member of the Climate Change Working Group.
During his 10 years in government, John worked as Deputy Chief of Staff for both the Minister of Natural Resources and Minister of Finance. He played an integral role in some of the largest public policy files in Canada, including reforming the resource development regulatory regime, sale of AECL and creation of Canada Nuclear Labs, budgetary policy, infrastructure, and financial sector regulation.
In 2015, John was identified by The Hill Times as one of the “Top 100 Most Powerful and Influential People in Government and Politics.” John has deep roots in both the Conservative Party of Canada and Progressive Conservative Party of Ontario. He started participating in politics 20 years ago and has been involved in nearly every major federal and provincial election since.

Sabine Matheson, Principal, StrategyCorp
Since 1998, Sabine has been a Principal at StrategyCorp, which serves clients across Canada and internationally.
She is the founder of StrategyCorp’s Municipal Affairs Practice Group, which has served well over a hundred municipalities across Canada on a variety of strategic projects, relating to:
- Intergovernmental Affairs (Federal and Provincial)
- Strategic Planning and Staff-Council Relations
- Operational, Organizational and Ward Boundary Reviews
- Special Policy Projects and Issue Management
She is currently strategic advisor to Ontario’s Large Urban Mayors Caucus on provincial relations.
A well-known commentator on the municipal world, she has also been an advisor to AMO, AMCTO, and OMAA.
Since 2016, she has been the lead author of StrategyCorp’s influential Annual CAO Survey, which gives voice to Ontario and Canadian Chief Administrators.
Sabine served as Chief of Staff to Ontario’s Minister of Municipal Affairs and Housing. In that capacity, she was deeply involved in the creation of Ontario’s municipal taxation and assessment regime, key reforms to Ontario’s Municipal Act and Planning Act, as well as the amalgamation the City of Toronto.
Since 2007, she has been an instructor in UOIT’s Municipal Management Program. Sabine also teaches provincial-municipal relations through AMCTO. Sabine’s policy expertise is grounded in her legal background. She was called to the Bar of Ontario in 1993 and practiced law in Toronto with a major Bay Street firm.

Moderator: Justin Sherwood, SVP, Communications, Research & Stakeholder Relations
Justin Sherwood is the Senior Vice President of Communications, Research and Stakeholder Relations of the Building Industry and Land Development Association GTA (BILD), a position he has held since February 2018. BILD has over 1,000 member companies comprised of homebuilders, developers and those that support the home building and commercial development industry. Justin leads research, marketing, media relations and communications for the association.
Prior to joining BILD, he held senior positions at The Coca-Cola Company in Atlanta and in the Central and Southern European Business Unit, was the President of the Canadian Beverage Association and the Western Canadian Vice-President for the Canadian Council of Grocery Distributors.
Justin has a bachelor’s degree from Carleton University, a postgraduate diploma from Humber College and completed the Queen’s University Executive Program.

Daryl Keleher, Keleher Planning & Economic Consulting Inc.
As a Registered Professional Planner (RPP) and professional land economist (PLE) with 20+ years of experience in the fields of urban planning, demographic research and economic consulting, Daryl’s practice focuses on complex matters where land use planning and city building overlaps with considerations such as municipal finance, economic development, policy design and efficient use of public resources.
His clients have included a range of public and private sector clients. Practice areas include:
- Municipal Finance, including development charges, parkland dedication, community benefits charges, education development charges, municipal property taxation policy, etc.;
- Fiscal Impact Studies;
- Economic Impacts of Development;

His past work experience includes time spent at a major market research firm, a non-profit urban research think-tank, a prominent commercial real estate consulting firm, and a small Canadian municipality.

Jason Bottoni, Vice President of Land Development, Treasure Hill
Jason is the Vice President of Land Development at Treasure Hill. With over 20 years of experience in municipal development approvals, master planning and stakeholder negotiation, Jason has worked on a diversity of development projects, ranging from the approval of master planned communities to Draft Plan and Site Plan-level approvals, delivering over 7,000 units to market throughout the GTA. With a value-driven approach to development management, a collaborative leadership style and a proficiency for relationship building, Jason has demonstrated an ability to deliver projects and manage teams that consistently surpass objectives.
Jason is a Professional Planner and has earned a Masters of Science degree from the University of Toronto. In addition to his corporate responsibilities, Jason has been involved in other industry positions, serving as BILD’s Chapter Chair for Peel Region from 2016-2019 and participating in the University of Toronto Planning School Mentorship program. Jason currently serves on BILD’s Board of Directors.

David Bronskill, Partner, Municipal and Land Development Group, Goodmans
David Bronskill is a partner in the Municipal and Land Development Group at Goodmans. His practice focuses on municipal law matters for private and public sector clients throughout Ontario, including planning, environmental and heritage approvals.
His clients include real estate development firms, educational institutions, shopping centres, restaurants, homeowners and ratepayer groups. He has also acted for numerous municipalities and public entities.
David regularly appears before municipal councils and at the Local Planning Appeal Tribunal, the Toronto Local Appeal Body and Ontario Municipal Board hearings. He has appeared before the Assessment Review Board, the Ontario Highway Transportation Board, the Divisional Court of Ontario and the Ontario Court of Appeal.
David is recognized by The Canadian Legal Lexpert Directory and The Lexpert/ALM Guide to the Leading 500 Lawyers in Canada for Property Development, and featured in the Lexpert Special Edition: Infrastructure. He is also recognized by Best Lawyers in Canada for Municipal Law and Real Estate Law and by Chambers Canada for Real Estate: Zoning/Land Use in Ontario. He was honoured as one of Lexpert’s “Rising Stars: Leading Lawyers Under 40” in 2013, in 2019 received the BILD Chair’s Award of Merit, and in 2020 named Lawyer of the Year for Municipal Law by Best Lawyers in Canada.

Daryl Abbs, Managing Partner, Watson & Associates Economists Ltd.
Daryl Abbs is a Managing Partner with Watson & Associates Economists Ltd. and has over 10 years of public sector experience. Prior to joining Watson 2015, Daryl worked at the City of St. Catharines, undertook labour market forecasting for Service Canada (Labour Market and Socioeconomic Information Directorate), and worked for a Member of Parliament. Daryl has participated in the preparation of over 80 Development Charges studies, over 40 Water/Wastewater/Stormwater rate studies, and numerous long-term financial plans and related financial impact assessments. Daryl also leads the firm’s municipal finance work in BC and New Brunswick.

Dave is the President and CEO of the Building Industry and Land Development Association of the GTA (BILD), a position he has held since January 2018. The Association has 1,000 members and proudly represents builders, developers, professional renovators and those that support the industry.
He is committed to supporting volunteer Boards and organizations. He has previously served on the George Brown College Board of Directors and Executive Committee, the Board of Directions of the Ontario Curling Association and the Black North Initiative (Housing Committee). Dave was also a member of the Ontario Government’s Housing Affordability Task Force.
He currently serves on the Advisory Committee for the David Feldman Centre for Real Estate and Urban Economics at Rotman School of Management, the Board of Directors for the Toronto Home Shows LP and R-Labs I+T council.
Dave received his Bachelor of Arts from Ryerson University, now known as Toronto Metropolitan University.

Councillor Shelley Carroll, City of Toronto
An experienced corporate director with a background in finance and community services, Shelley Carroll is a Toronto City Councillor representing the ward of Don Valley North. As the City’s Budget Chief and Mayor’s Economic Development & Culture Champion, she plays a crucial role in delivering balanced budgets and facilitating a vibrant and inclusive economic and cultural recovery for the city. She currently serves as the Chair of the Toronto Police Service Board, overseeing one of Canada’s largest police services. She also sits on the boards of Toronto Global and Destination Toronto, with a focus on attracting talent, investment, and visitors to one of North America’s fastest growing and most exciting cities.

Adrian Rocca, CEO & Founder, Fitzrovia
Adrian Rocca has over 20 years of real estate and principal investing experience with over $20 billion of transactions across Canada, the US and Europe. Previously, Adrian served as the Head of Tricon Luxury Residences Canada (Tricon Capital’s purpose-built apartment platform) and Tricon Lifestyle Communities (US focused manufactured housing business). Prior to joining Tricon, Adrian was a Director with Apollo Real Estate Advisors in London, U.K., and worked with Credit Suisse First Boston as an M&A associate in Toronto and London. Currently, Adrian serves as a Board Member for the Michael Garron Hospital Foundation Toronto Public Library Foundation and Canadian Olympic Foundation. Additionally, he serves as the Chair of the Hold’em For Life Foundation.

Ty Diamond, Diamondcorp
Ty joined DiamondCorp in 2017 and since that time has been responsible for all aspects of the development project lifecycle, providing strategic oversight and financial evaluation for active projects and new acquisitions. Ty also acts as President of Diamond Kilmer l Developments, a joint venture development manager responsible for the execution of l mixed-use and residential projects through sales and construction.
Prior to joining DiamondCorp, Ty worked as an investment banking analyst at TD Securities, where he advised real estate clients on public and private market transactions. Ty graduated from the Ivey Business School with an Honours
Business Administration (HBA) and currently sits on the Board of Directors of Greenwood College school and the Construction Committee for Neshama Hospice.
