Daryl Keleher, MCIP, RPP, PLE, BA (Hons), BURPI – Principal, Keleher Planning & Economic Consulting Inc. (KPEC)

As a Registered Professional Planner (RPP) and professional land economist (PLE) with 20+ years of experience in the fields of urban planning, demographic research and economic consulting, Daryl’s practice focuses on complex matters where land use planning and city building overlaps with considerations such as municipal finance, economic development, policy design and efficient use of public resources.

His clients have included a range of public and private sector clients. Practice areas include:

His past work experience includes time spent at a major market research firm, a non-profit urban research think-tank, a prominent commercial real estate consulting firm, and a small Canadian municipality.

David Bronskill, Partner, Municipal and Land Development Group, Goodmans

David Bronskill is a partner in the Municipal and Land Development Group at Goodmans. His practice focuses on municipal law matters for private and public sector clients throughout Ontario, including planning, environmental and heritage approvals.

His clients include real estate development firms, educational institutions, shopping centres, restaurants, homeowners and ratepayer groups.  He has also acted for numerous municipalities and public entities.

David regularly appears before municipal councils and at the Local Planning Appeal Tribunal, the Toronto Local Appeal Body and Ontario Municipal Board hearings.  He has appeared before the Assessment Review Board, the Ontario Highway Transportation Board, the Divisional Court of Ontario and the Ontario Court of Appeal.

David is recognized by The Canadian Legal Lexpert Directory and The Lexpert/ALM Guide to the Leading 500 Lawyers in Canada for Property Development, and featured in the Lexpert Special Edition: Infrastructure. Chris Barnett, Partner, Osler, Hoskin & Harcourt LLP

Chris practices in the areas of administrative and regulatory law, with a focus on municipal and planning advice, environmental approvals, and expropriations. As a trusted advisor, Chris specializes in providing clients in both the public and private sectors with strategic advice on coordinating and addressing the various levels of approvals required for complex projects.

He advises clients on a broad range of matters, including municipal governance, heritage, growth management, cultural heritage, parkland dedication/valuations, employment land, and aggregate resource policies. Chris also advises landowners and authorities on expropriations under both federal and provincial statutes.

His clients include large landowner groups, governments and individual clients whom he advises on development charges and cost-sharing matters, environmental assessment processes and approvals, and the implications of provincial policies and initiatives. Chris appears regularly before the Ontario Land Tribunal (OLT) and municipal councils. He advises clients on potential remedies in the courts, representing both the private sector and municipalities in bringing and responding to applications for judicial review of municipal and government decisions. He also acts as appellate counsel on appeals or reviews of OLT decisions. Chris has been recognized in the Lexpert/ALM 500 Leading 500 Lawyers in Canada in the area of Property Development. He is a regular speaker at continuing legal education events, and has provided annual case law updates to the Ontario Bar Association for more than 15 years. Chris also teaches Planning Law at the Toronto Metropolitan University School of Urban and Regional Planning.
